  • Uncertainty about the market — 38%
  • Fear of making a bad hire — 25%

Two things jump out immediately.

First, the tie at the top. Budget constraints and market uncertainty both landed at 38%. That tells us a lot of teams are waiting for conditions to feel “right” before pulling the trigger, but the market doesn’t send an all-clear signal, and budgets don’t unlock themselves. At some point, waiting becomes a decision in itself.

Second, fear still showed up strong at 25%. Even when the budget is there and the market feels stable, the fear of picking the wrong person can stall a decision for weeks. That fear is real, and it is expensive.
